A level shower floor is a change to the structure
For the shower floor to finish level with the bathroom floor and still drain, the subfloor underneath has to be recessed. Whether that is straightforward or structural depends on which way your joists run and how deep they are, and neither is visible from inside the bathroom.
That is the honest reason two bids for the same shower can differ by a multiple, and the reason we do not quote one over the phone.
